PACE was established by the 83rd Texas Legislature in 2013 and offers property owners “a cost-effective means of making energy and water efficiency improvements” in their commercial, industrial or multi-family properties and “repay the financing through a voluntary contractual assessment placed on their property.” Without a Resolution, Grimes County businesses cannot participate.
