As presented, there are no tax rate or utility rate increases, no new personnel budgeted, and it includes a 2.5% cost-of-living adjustment for employees and increasing the city’s retirement contribution from 5% to 6%. It also reflects Hemminger’s desire to increase reserves to have cash available for some major purchases rather than take on debt. Some cash savings could be achieved by purchasing patrol vehicles rather than leasing and re-evaluating contracted services.
